On 29 July 2016, some Nikola Vaptsarov Naval Academy cadets returned from Mircea cel Batran Naval Academy, Romania. Their visit had been under the DECOMAR programme. It allows exchange of academic staff, military cadets and civilian students from Nikola Vaptsarov Naval Academy, the Polish Naval Academy in Gdynia, the Turkish Maritime Academy, and Mircea cel Batran Naval Academy in Constanta.

On the first day the cadets were registered at the website of the platform. At the simulators of the Romanian Academy, the cadets from the two countries played through different training scenarios – fire in the engine room and repairing a fault of the ship’s engine, as well as navigation exercises – ship handling both in port and out in the open sea.
